his neighbor is telling him "i cant afford to give you a nickel" 

and warning him not to get a permit on his fence because he may get popped on his un-permitted patio mod if an inspector shows up

I suspect she's gonna stonewall, and I don't want to lose momentum on the yard. Will ask our contractor to give her the crap side if I have to pay for the whole thing. She doesn't live there, so no one will say a thing to me.

Trying to do a yard remodel (after years of "potential") and the fence between us and the board & care home is decrepit. Part has collapsed so much they can look straight into our kitchen/dining/living room at all hours. I called the business owner and she immediately fell back to "I don't have any money! I'm not paying for it!"

I sent her my contractor bid and a copy of the law that she's responsible for ½ the cost if it's a reasonable fence (is) and suggested it would be easier to pay her half rather have to go with me to small claims court.

  That's the really awful part.  About 80% of the grass is stuff I for some reason put in myself.   My only excuse is I'm at the top of a fairly steep hill and I'm trying to slow my inevitable eroding down to the new interstate plus it helps keep my shoes and house from being perpetually covered in mud.  There is still a fair amount of natural around here.  I can only make it grow so far back into the woods.

Actually I don't have one.  With the number of trees, rocks, stumps,  other assorted obstacles, and steep inclines a lot of it isn't very well suited to a rider.  I almost never mow it in one day and fortunately by mid summer it doesn't need much mowing.

Well, until the wind changes direction I guess.  Around here (and probably near you and many other places), some simple-minded people seem to wait for very windy days to burn piles of leaves - that often doesn't work out so well.
