Seems to be a spiritual reference to God in this song
There's a bit of Siouxsie in that vocal mix, love it

I know she's not saying "Julie" but it still sounds like that to me.

True enough. The brash, brassy-voiced Fife lassie of her first 3 albums has now been absorbed by mainstream pop and is sadly indistinguishable from so many ho-hum artists who shouldn't be fit to lace up her kinky boots. Sad :(
