If I'm not mistaken, this is from the "Hotel" period when Moby was suffering terrible, multi-day insomnia; naturally, his music reflected his life, views, and in this case, that meant he holed up in a NYC hotel room for about a month and started composing. That largely consisted of Moby composing around/about what he saw from his room's window — he didn't leave the room for weeks. Needless to say, his material from that campaign has a particular "atmospheric" quality to it, in a Moby way it reminds of some of Eno's work.
Not cool to insult Eno like that.

There's a lot this song conjures up for me, mostly stuff it's derivative of, but a 'whispering wind' is not one of them. All that electronics hardly suggests anything as plain-air as a wind through the trees. The vocal is early-80s second generation 8-bit synth and the backing rhythm is every ambient/downtempo/techno backing rhythm ever used. Maybe I just don't like the name "Moby". What is that?
