yes, it certainly has a tull flavour. Spent the last few minutes reading up on her online - she did open for a jethro tull tour. This version of the song is probably from the 'something about driving album', which credits ian anderson (of jethro tull) with the flute.
I saw a 1999 (2000?) tull concert in london with an opening act that i am now reasonable sure was vyktoria. I remember a girl playing a folk sounding song, when ian joined in on the flute from somewhere offstage and changed the nature of the song...

OK, so it reminds of Kate Bush mixing it up w/ Jethro Tull (Bouree, anyone?). Looking at the AMG Entry, I guess this shouldn't be surprising...
