Hiring and promotion freeze in effect (since when I don't know); if they lose someone due to covid, a postmaster for example, they can't elevate someone to that job. They can only transfer in at the same rate. Who would do that? Even if it's a lateral move, it will mean moving house and more work etc. One local small town (1000 pop) post office has had 4 acting postmasters in 3 months. They get carriers with no experience to take the gig for a few weeks until they wash out because there's also no budget for training. Other postmasters in the area are volunteering to go help but that's only because their own jobs are made harder if that post office is such a cluster. They actually had the heat turned off because the last two hadn't paid any bills.
