Myopic. As the linked story points out, he also is lagging on appointments that do not require Senate confirmation.

Just popping in to say that the Democrats refuse to confirm any Trump appointments.  Look how long it took to get his Cabinet approved.  Longest time, ever, in modern history.  Every nominee was fought, using all possible delaying tactics.  This game continues.

something I have been thinking lately is that Trump is not used to working hard — which, if true, would have surprised me, there are a lot of clues. He seems to prefer to wing things and disdains preparing. He does not want to read or hear a lot of details. He lacks ability to focus for very long. And he apparently watches a lot of TV.

True, but it would be a misunderstanding. The responsibility for whatever they were accountable for still exists and now it's being ignored. In a real diminution of government, there's a decision that they won't do X and then cut it from their to-do list.
That's fine, if it's thoughtful or driven by a philosophy.
