I used to live in Phoenix AZ and I owned a 1980 TVR 2500M that passed emissions but they still wouldn't let me register it because it had NO smog equipment at all and they all came from the factory that way. Even without the equipment it passed with flying colors but I was still never able to get it registered and had to sell it.

If I get really evil in my quest for new wheels, I can always turn my dad into the DMV for being 87 and almost blind.  If he loses his license he'll have a nice Toyota Corolla he can't drive and a son who needs a car...

My Nox is fair... within legal parameters... I've got the car going to a shop on Monday to confirm that I have the car within legal limits before I take it to the "test only" place and get the smog checked...  If I pass the test, then they HAVE to give me the registration...

I only want two more years so I can save more money for a down-payment on a new used car.

Not that they ought to be doing this to you, Stu, but of course mileage is not their—or the only—concern. You miles-traveled-per-gallon-of-gas is pretty good, sure—but you pounds-of-NOx-per-mile (and so on) may well be really, really bad.

Just a thought towards a more complete picture. . . .

My '74 is exempt.
The only "test only" I had to do was the last one.
They tried to nail me but my truck ran cleaner out the exhaust than it did stock.
(The hard part was making it look stock) {#Shifty}
And it put out about 300 more horsepower than stock... and it got better gas mileage. 

It is '75 and older at the moment.
This could change at any time Al Gore has his way with me.

I'm not one for the government trying to tell us they're "experts" in the field of automotive engineering.

Ex= used to be

SEMA... http://www.sema.org/ is fighting this nonsense by going after this kind of legislation to get rid of older and classic cars.
 
They also require you to get the 'smog only' test every year if you have an older car. Whereas some time ago, you only had to get a standard smog test every other year. My classic 1977 truck was just one year away from being smog exempt - d'oh! I think it used to be any vehicle older that 30 years was smog exempt then they changed it and set the year at pre 1976. I think.
